From July 1st to the 3rd of 2019, the second International Forum on the Development of Parliamentarism took place in Moscow, Russia.
The main topics of the forum were international security and stability, development of the digital economy, youth and environmental policy, and the prospects for the work of inter-parliamentary institutions.
Vladimir Putin, the Russian President, announced that around 800 foreign representatives from 131 different countries gathered in Moscow for this forum. According to the Chairman of State Duma, 85 countries were represented at the level of official parliamentary delegations, including 37 African teams.
More than 500 international participants, parliamentarians and experts from 96 countries attended the 2018 edition of the forum. This highlighted the importance of inclusive and equitable cooperation among the nations and their alliances to ensure international and regional security as well as stability. The first forum was also held in Moscow, Russia.
At the opening session, Putin welcomed his fellow all the attendees and thanked them for attending. He explained how there were improvements made ever since the 1st forum in June of last year and that he is excited to see what will come out of the discussions of multifaceted issues of inter-parliamentary cooperation based on trust and constructive approaches.
He said, “Today, the main mission of parliamentary diplomacy is to promote a unifying constructive agenda, facilitate the harmonization of economic and humanitarian ties, build up trust between peoples and enhance the responsibility of the world’s parliamentary community for its ability to upload democratic values.”
At the forum, there were a total of six sections and seven round tables. The sections discussed topics such as international security, digital future, inter-parliamentary cooperation and humanitarian cooperation. The round tables discussed topics such as fake news, environment, role of youth in the development of parliamentarism and the role of legal regulation in the poverty and inequality reduction.
On the final day, a Final Declaration was declared at the closing session of the forum. Attending parliamentarians declared to recognize that inter-parliamentary cooperation contributes to rapprochement between countries and establishes the dialogue channels that advance interstate relations to a new level, as well as being interested in further strengthening of inter-parliamentary relations to develop multi-vector cooperation and promote common interests and values in the international arena .
From the Republic of Korea, three Members of the Parliament attended the forum. Byun Jae-ill and Sul Hoon, both representatives of the Democratic Party, and Lee Jung-hyun, an independent Member of Parliament made addresses. Sul addressed the topic of international security and the cooperation that needs to be made between both North and South Korea while Byun addressed the challenges and solutions of the digital future. Lastly, Lee addressed the role of youth in the development of parliamentarism.

Speaker of the Turkish parliament Mustafa Sentop and Pakistani National Assembly head Asad Qaiser had a meeting in Moscow, Russia. Qaiser stressed the need for new partnerships in the region and urged enhanced trade and commerce cooperation with Turkey.
In a statement, Qaiser expressed gratitude for the continued support of Turkey to the people of Jammu and Kashmir.
During the meeting, Sentop said, “Kashmir is a bleeding wound of history and we must put an end to the dispute between India and Pakistan based on the UN resolutions and the aspirations of the Kashmiri people.”
Reiterating his country’s support for Kashmiris, he continued by saying, “The relations between Ankara and Islamabad are deeply etched in the hearts and minds of the two people.”
Sentop emphasized that the cooperation between the two nations must be boosted, saying it is the cornerstone of Turkish foreign policy to see a prosperous, peace and developed Pakistan.
Referring to a recent visit of Pakistani Premier Imran Khan to Turkey, Qaiser said the two countries needed to translate excellent political cooperation to vibrant economic partnership.
“Both side noted that while strategic partnerships between the two countries saw a marked increase in the recent years, the same was not reflected in the economic cooperation. The volume of bilateral trade, although improved in recent years, still had a great potential for increase on both sides,” an official statement added.
Qaiser noted that the conclusion of a free trade agreement and removal of double tariffs would boost economic cooperation.
Sentop is planned to visit Pakistan in November this year.

At the International Forum “Development of Parliamentarism” in Moscow, Russia, the President of the House of Representatives of the Oriental Republic of Uruguay Cecilia Bottino met with the Parliament Speaker of Armenia Ararat Mirzoyan.
At the meeting, Mirzoyan underlined that the relations between Armenia and Uruguay are based on the friendship of many years and mutual trust, which is a good basis for calling into life perspective programs of cooperation between the two countries. He congratulated his colleague on being elected President of the House of Representatives.
Bottino has informed that after being elected, she already had managed to meet with the Armenian community in Uruguay, which has a great role in the public-political life. She has noted that every year, events dedicated to the memory of the Armenian Genocide victims are being held in the Parliament of Uruguay.
Mirzoyan thanked Bottino for Uruguay’s position on the Nagorno Karabakh issue. She informed that Armenia-Uruguay Friendship Group has already been in the National Assembly of the seventh convocation, expressing hope that the latter would actively work.
Bottino expressed readiness of cooperation with the Armenian colleagues, noting that recently the opening of the Chief Consulate of Uruguay to Armenia would give new impetus to the relations in many spheres between the two countries.
At the end of the meeting, Mirzoyan invited Bottino to visit Armenia.

While Turkey’s Parliament Speaker Mustafa Sentop went to Moscow, Russia to take part in the Development of Parliamentarism International Forum, he had a meeting with Valentina Matviyenko, Russia’s Speaker of the upper chamber of Parliament.
Sentop said, “A return to the visa-free regime between Russia and Turkey would accelerate economic, social and humanitarian relations.”
According to Sentop, meeting Matviyenko is one of the utmost importance to the Russian-Turkish political agenda.
Noting that political alignment between Ankara and Moscow impacted all areas of relations, particularly economic ties, Sentop underlined that the two countries’ leaders set a goal to reach $100 billion trade turnover between the two countries.
"We also want to develop our economic and cultural relations with Russia's regions and diversify the areas and actors of cooperation. What makes all this easier is the visa exemption. I am confident that our economic, social, cultural relations will gain impetus if we are able to re-enact the visa-free regime," he said.
Sentop praised cooperation between Ankara and Moscow in Syria, saying that it allowed them to address “issues of regional and global importance.”
“Our relations are multidimensional. The two countries cooperate on many issues in Eurasia, acting in close and coordinated efforts to stop the conflict in Syria,” he said.
For her part, Matviyenko stated that intense dialogue between the leaders of Russia and Turkey set the pace of relations between the two countries.
"The intensity of the political dialogue between the leaders of our countries, the special, trust-based relations that have been developed between our presidents, certainly set the pace for the Russian-Turkish relations, define the agenda of these relations, discipline the governments, which are trying to implement the agreements reached at the highest level," she said.
Matviyenko called the Russian-Turkish efforts in Syria “an important factor” in international relations.
“Thanks to the efforts of Russia and Turkey, it was possible to largely clean up the territory of Syria from terrorists in most of it, to preserve sovereignty, to prevent the collapse of the country as it was in Libya and Iraq,” she said.
