Chairwoman of Vietnam National Assembly Nguyen Thi Kim Ngan visited Beijing, China and had talks with the Chairman of the Standing Committee of National People’s Congress of China Li Zhanshu on July 11, 2019.

 

Vietnam’s National Assembly Chairwoman congratulated the remarkable achievements by China, the Chinese Communist Party and the Chinese people, and stressed that Vietnam always cherishes and seeks to foster the traditional relationship with China. She urged for more practical cooperation in fields from commerce to tourism and transport projects, as well as committed measures to facilitate import and exports. She said that Vietnam is willing to create a favorable environment for Chinese firms to carry out environment-friendly, high-tech projects that represent the best of Chinese science and technological development in Vietnam, and urged the two countries’ parliaments to boost their respective governments’ cooperation in the implementation of the Belt and Road Initiative (BRI) and the “two corridors, one economic belt” project.

 

Chairman of the Standing Committee of National People’s Congress of China Li expressed his appreciation for the healthy development of bilateral relations between China and Vietnam, and agreed with Chairwoman Ngan’s suggestions on measures to strengthen the two countries’ ties. He said the Chinese government will urge firms to invest in Vietnam, especially in high-tech industries and agriculture, and reiterated China’s commitments to ease the import of Vietnamese agricultural products to China. The two Speakers also concurred to the observation of the Declaration on the Conduct of Parties in the South China Sea, and promotion of negotiations towards building an effective Code of Conduct in line with international law.

 

The two Speakers agreed to step up delegation exchanges and talks to share experience on supervision activities and law-making practices between the two countries’ assemblies.

Egypt’s parliamentary majority “Support Egypt” coalition submitted a drafted law regulating the performance of the Senate, the country’s upper house. The decision came on the day parliament was scheduled to adjourn for summer recess.

 

Abdel-Hadi El-Qabasi, leader of the majority bloc, told reporters that he officially submitted the draft law to Parliament Speaker Ali Abdel-Aal on Thursday, July 11th.

 

“The draft law will be referred to parliament’s constitutional and legislative affairs committee to be discussed,” said El-Qabasi, arguing that “the law is balanced and observes the constitution.”

 

Egypt’s constitutional amendments, passed in a public referendum last April, state that a Senate will be formed to bring the country back to the two-house system.

 

The majority coalition’s draft law states that the Senate will comprise 240 members – 80 to be elected by the slate system and 80 by the individual candidacy system.

 

"The president will have the right to name 80 appointees so that the Senate's total number will stand at 240 members," the draft law says.

 

According to the draft law, the new rights of the President go in line with Article 248 of last April's constitutional amendments.

 

"This states that the roles of the Senate will be to study and propose all that is necessary to reinforce the foundations of democracy in Egypt, support social peace, preserve the tenets of society and its supreme values, rights and freedoms and public duties," said El-Qasabi.

 

The draft law also states that in accordance with Article 249, the Senate will be consulted on proposed amendments to the constitution, the state's socio-economic development plan, the peace and alliance treaties, laws proposed by the president and the House of Representatives, and other issues related to the state's public policies or those related to Egypt's Arab and foreign relations.

 

Parliament speaker Abdel-Aal told MPs on Thursday that he decided that more plenary meetings will be held next week to discuss a number of laws which were referred by the government in the last few days.

On Thursday, July 11th, lawmakers in Iraq’s Kurdish Regional Parliament elected Rewaz Fayaq as the new parliament Speaker. She received 72 votes while New Generations’s Shadia Nawzad received 16 votes. Six votes were void and not counted.

 

The vote took place after Fala Farid, previous Speaker of the regional parliament, assumed new post as a minister in the new Cabinet of the Iraq’s Kurdish region (KRG).

 

Farid is a member of the Kurdistan Democratic Party (KDP) who was elected earlier this year as a placeholder candidate to help push forward the long-delayed process of forming a new government. She and Fayaq are the first women to hold the post of speaker.

 

Fayaq, a member of the Patriotic Union of Kurdistan (PUK), has served in the Region’s parliament and on multiple parliamentary committees over several years.

 

During the same session, four new lawmakers were sworn in, replacing the members appointed as ministers in the new Cabinet.

 

KDP member Lanja Ibrahim became a Region minister while Socialist Democratic Party member Bapir Kamala replaced Abdulla Mohammed, who has become minister of martyrs and Anfal affairs. PUK member Shirin Younis replaced Begard Talabani after she assumed the post of minister of agriculture, while Himdad Salih, from the Turkmen Front, replaced new Region minister Aydn Maru.

 

On Wednesday, Masrour Barzani was sworn in as the new prime minister of the Kurdish Regional Government (KRG) in northern Iraq.

 

In a session held by the regional Kurdish parliament, 88 out of 111 lawmakers voted to give confidence to Barzani’s government.
