On September 25, 2019, President Gurbanguly Berdimuhamedov of Turkmenistan suggested changes in the parliamentary system, calling for the Halk Maslahaty (People’s Council) and the Assembly to merge for a two-chamber legislative/ representative system. At a meeting of the Halk Maslahaty held in Ashgabat, the President announced that he signed a decree to create the Constitutional Commission, whose proposals for amendments to the law are to be presented at the next meeting of the Halk Maslahaty in 2020.

 

The President stated that the main task of the Commission is to introduce relevant additions to the Basic Law of Turkmenistan, which should include establishing two bodies in the Mejlis (the Assembly) and determining important details such as their rights, powers, terms of office, and duties.

 

“The transition to a qualitatively new two-chamber system will allow for representing the interests of all sectors of the Turkmen society and creating the conditions for supervision in law enforcement practice. This will give an impetus to closer interaction of deputies with voters and strengthening control over the implementation of laws and national programs,” said the President, appointing the Chairperson of the Mejlis, Gulshat Mammedova, as the Deputy Chairperson of the Constitutional Commission.

 

The first meeting of the Constitutional Commission was held on October 4, in which the Chairperson Mammedova described the new direction as “a new stage in political and legal reforms posing new responsible tasks for the political and public structures of the country.”

 

The current Constitution of the country delegates the following authorities to the Mejlis, the Assembly of Turkmenistan: drafting and adopting amendments to the law, approving the state budget, appointing elections of the president and members of representative bodies, and ratifying international treaties.
