SUBJECT 4. Overview of the 3rd Meeting of Speakers of Eurasian Countries’ Parliaments

On October 8th, parliamentary speakers of 41 countries gathered in Antalya, Turkey to take part in the Third Meeting of Speakers of Eurasian Countries’ Parliaments (MSEAP). In this meeting, the participants undertook a significant step toward achieving common, inclusive, sustainable growth and prosperity in the Eurasian region.

 

Over the past three days, the participants actively engaged in discussions ranging from issues such as political settlement of the Syrian conflict, peaceful resolution of the North Korean nuclear programs, to the role of parliaments in environmental protection and the development of economic organizations in Eurasia. The speakers also held bilateral meetings with other speakers of Eurasian countries.

 

In substantiating the discussions, the speakers adopted the joint statement in the closing session. The joint statement of the third meeting, also referred to as the “Antalya Statement,” follows the precedent made in 2017 when the participants adopted the joint statement known as the Seoul Statement. The Antalya Statement includes the measures to specify and realize the means of inter-parliamentary cooperation among the Eurasian countries.

 

One of the significant achievements is Article 14 which reaffirms the participants’ united support for the peace of the Koreas. Unanimously adopted by all participants, the article states that “we respect the commitment of the two Koreas to dialogue for a lasting peace on the Korean Peninsula including inter-Korean summits. We agree on the peaceful resolution of the North Korean nuclear issue through continued dialogue and support comprehensive approach and cooperation to establish a permanent peace regime on the Korean Peninsula.”

 

In the press conference following the closing session, the speakers mentioned that active parliamentary diplomacy enabled in-depth discussions on measures for economic cooperation, environment cooperation, and sustainable development. In the third meeting, the countries were able to share the common goal of ensuring sustainable prosperity in the Eurasian region, as well as the necessity of peaceful resolution of North Korea’s nuclear programs and establishment of a long-lasting peace regime in the Korean Peninsula.
