The Seventh Summit of Speakers of Parliaments of G20 Countries (P20) and the Pre-COP26 Parliamentary Meeting took place in Rome, Italy. P20 was held in hybrid format from October 7 to 8 under the Italian G20 Presidency, while Pre-COP26 Parliamentary Meeting was held in person from October 8 to 9, co-organized by the Inter-Parliamentary Union (IPU) and the Italian Parliament.

 

Participants of this P20 include parliamentary leaders of G20 member and guest countries such as Italy (host), Republic of Korea, the United States of America, Russian Federation, Argentina, Brazil, China, France, Germany, India, Indonesia, Mexico, Saudi Arabia, South Africa, Turkey, the United Kingdom, Democratic Republic of the Congo, Netherlands, Singapore, and Spain. The meeting consisted of three plenary sessions which covered “Response to the Social and Employment Crisis caused by the pandemic,” “Rebooting Economic Growth in terms of social and environmental sustainability,” and “Sustainability and Food Security after the pandemic”.

 

At the opening session, Mario Draghi, Prime Minister of Italy, highlighted the need for parliamentary effort toward global vaccination. Nancy Pelosi, Speaker of the United States House of Representatives, emphasized the role of women in both pandemic and climate crises. During the second plenary session where participants agreed on the idea of reviving economy with social and environmental sustainability, Speaker Park Byeong-seug of the National Assembly of the Republic of Korea stressed “it’s time for us to bring together our political will and make a turning point before it’s too late.”

 

As a result of the meeting, the participants adopted a joint statement entitled “Parliaments for People, Planet and Prosperity,” which are the interconnected scopes of action for countering the COVID-19 pandemic as well as the priorities of the future G20 Agenda.

 

In the following Pre-COP26 Parliamentary Meeting, parliamentarians from the 71 member states of the United Nations (including the delegations who had attended P20) shared information on climate change and practical action plans for carrying out the Paris Agreement and the Convention on Climate Change. The meeting consisted of four plenary sessions, whose themes were “Green Approaches to COVID-19 Recovery,” “the State of COP26 Negotiations,” “Funding Global Policies for Climate,” and “Parliamentary Contribution to Achieving COP26 Goals.”

 

At the end of the session, the participants adopted the revised preliminary draft outcome document, which will be presented for final adoption in the Parliamentary Meeting at COP26 on November 7 in Glasgow, United Kingdom.
