SUBJECT Speaker of the Lower House of Russia and the speaker of the Libyan Parliament sign an agreement of cooperation

Speaker of the Russian State Duma Vichaslav Volodin and Speaker of the Libyan House of Representatives Aguila Saleh met on December 13th.

 

The two speakers discussed the issues of mutual interest, including measures to counter terrorism and enhance security, as well as the prospects for bilateral interparliamentary dialogue. Thursday’s encounter marked the second meeting between Speaker Volodin and Speaker Saleh since their previous meeting in December 2016.

 

The Russian speaker said that the Agreement newly signed between Russia and Libya will allow “addressing specific issues on development of relations between our countries at the inter-parliamentary level”.

 

Speaker Volodin expressed the hope to further develop Russia-Libya relations, adding that the two countries should continue to do so based on the principle of non-interference in one another’s affairs as well as understanding of each country’s responsibility to their nations.

 

Speaker Aguila Saleh thanked the Russian speaker for supporting Libya, and endorsing Libya’s position in the United Nations. The speaker said that Libya is interested in promoting stronger relations between the two chambers. “We are interested in developing humanitarian and educational ties, and would like Russia to share its expertise in training military personnel,” Speaker Aguila Saleh added. The Libyan speaker asked for Russia’s support reconstructing the country, including in key sectors such as oil and railroads.

 

Upon signed the Agreement, Russia and Libya will establish a permanent commission for cooperation and establish linkages connecting committees, commissions, and groups of MPs.

 

The two parliaments will interact through organizations, conferences and on regular basis exchange information on activities, legislation and more.
