SUBJECT Russia and Vietnam sign an agreement to establish an interparliamentary commission

On Monday, Speaker of the State Duma of the Federal Assembly of the Russian Federation Viacheslav Volodin and Speaker of the National Assembly of Vietnam Nguyen Thi Kim Ngan held a bilateral meeting in Hanoi.

 

During the meeting, the two speakers signed an agreement to establish an interparliamentary commission. The two speakers will develop parliamentary cooperation and discuss specific issues through this establishment. The meetings of the commission will be held annually in different cities alternating between Russia and Vietnam.

 

Since signing an agreement of cooperation in 2013, the two parliaments regularly exchanged high-level delegates, parliamentary agencies and friendship groups.

 

Speaker Ngan said that Vietnam treasures and prioritizes strengthening the strategic partnership with Russia. Vietnam wishes to further develop cooperation between the two countries in all fields, such as energy sector including liquefied natural gas (LNG) and electrification. The Vietnamese speaker also discussed the potential for cooperation in the high-sector such as e-Government building in Vietnam and the development of the global navigation satellite system (GLONASS).

 

Both parties praised the progress made in the bilateral economic, trade, and investment. With the 2016 FTA between Vietnam and the Eurasian Economic Union (EAEU), the total trade amounted to $3.55 billion in 2017.

 

Speaker Volodin and Speaker Ngan discussed the digital economy as one of the key sectors in which the two parliaments could cooperate. The State Duma speaker said that the world, as well as the economy is changing, and new formats are following. “We should not stagnate but cooperate and keep up with the changes,” the Russian speaker said.

 

After signing the agreement, the Vietnamese speaker commented “this is the first interparliamentary cooperation mechanism for the National Assembly of Vietnam. The agreement confirms the high degree of cooperation between our states.”
