SUBJECT The First Meeting of Speakers of Eurasian Countries’ Parliaments - Sharing of a common vision for the future of Eurasia and adoption of a final statement

The first Meeting of Speakers of Eurasian Countries’ Parliaments (MSEAP) was co-hosted by the National Assembly of the Republic of Korea and the State Duma of the Federal Assembly of the Russian Federation in Moscow, Russian Federation on April 18-20, 2016.

 

 

The Meeting was attended by parliamentary speakers and representatives from 19 countries across Asia and Europe. Participants discussed solutions to global issues facing the world, including the environment, energy, and human rights, based on the main theme, “Inter-Parliamentary Cooperation for Joint Prosperity of Eurasian Countries in the 21st Century”, and adopted a final statement.

 

 

The final statement of the first MSEAP is comprised of 16 provisions. A summarized version of the statement is as follows.

 

 

First, the participants noted that they shared a common vision of the future of Eurasia as a single space of peace, social justice, cooperation and connectivity, shared values and equal opportunities, human rights, and freedom, and the growing importance of Eurasia in global trade and economy, and sustainable socio-cultural development.

 

 

Second, the participants highlighted the importance of Eurasian countries’ legislative bodies in the enhancement of multi-pronged cooperation in political, economic, and environmental fields and advocacy of common interests of participating countries on the international stage, and exchanged views on the eradication of extremism and prevention of resurgence of any doctrine of racial superiority for the promotion of human rights and freedom.

 

 

Third, the participants agreed to pay close attention to the provision of legal support and establishment of legislative base required for economic, social, humanitarian areas for the development of a cultural dialogue among countries and support for humanitarian cooperation, and strongly condemned international terrorism and pledged to join the effort to fight this threat to the international community. The participants expressed their condolences and support to the victims and bereaved families of the terrorist bomb attack in Kabul, the capital city of Afghanistan, at the date of the Meeting, April 19, 2016.

 

 

Fourth, the participants stressed the need to establish a comprehensive partnership for effective flow in trade, services, and capital among them and focused on the role of parliaments of Eurasian countries to this end. They also highlighted the need to ensure transparency and openness of negotiations and terms of such agreements for a balanced global trading system.

 

 

Fifth, the participants took note of the initiatives of different countries, such as the Eurasia Initiative pursued by the Korean government for the achievement of peace and co-prosperity of the Eurasian region, and China’s ‘One Belt One Road’ Initiative, and paid attention to the need for cooperation in the development of Eurasian transport and logistics infrastructure and efficient operational management.

 

 

Sixth, the participants emphasized the need for legislative support and role of parliaments of each country on the enhancement of cooperation in energy, including atomic energy, and the preservation and improvement of the environment for future generations.

 

 

Seventh, the participants stressed the importance of inter-parliamentary interaction among the states of Eurasia for exchange in multilateral fields, including business and culture, and humanitarian exchange, and agreed on the need to establish strong working relationships among committees and commissions, parliamentary groups, and parliamentary secretariats for the sharing of best practices in legislation and parliamentary activities.

 

 

Lastly, the participants expressed their appreciation to the National Assembly of the Republic of Korea and the State Duma of the Federal Assembly of the Russian Federation for their efforts in launching the Meeting of Speakers of Eurasian Countries’ Parliaments (MSEAP) and agreed to make the Meeting an annual event with the second Meeting to be held in the Republic of Korea in 2017.
