On October 7, 2019, 106 members of the National Assembly unanimously passed the Draft Law on Construction, which has 22 chapters and 111 articles on how to improve building management and boost the real estate market. At a previous meeting chaired by Prime Minister Hun Sen on August 30, the draft law was approved by the Council of Ministers as well. 


Deputy Prime Minister Chea Sophara, who is also the Minister of Land Management, Urban Planning, and Construction, stated that the law is intended to elaborate on issues of principles and mechanisms for security, safety, construction interests, and public order. 


“The law aims to ensure the development of safe and sustainable living and working environments by promoting accountability, efficiency, and professionalism in the construction sector, and establishing monitoring and oversight mechanisms,” said the Minister, further pointing out that stakeholders engaged in relevant matters are to have increased responsibilities under both civil and criminal legal procedures.   


According to Cambodian People’s Party (CPP)’s senior lawmaker and the Chairperson of the National Assembly’s Commission on Public Works, Transport, Telecommunications, Post, Industry, Energy, Commerce and Land Management Nin Saphon, who presented an overview of the law, specific regulations such as Article 99 and Article 101 have been formulated to ensure that technical standards are being adhered to by builders, architects, and designers. 


The draft law, which has been receiving input from experts of Japan’s Ministry of Land, Infrastructure and Transport, and Tourism, is also expected to help construction professionals and the government by implementing measures for effective taxation and accident prevention.
