The Eleventh Asia-Europe Parliamentary Partnership Meeting (ASEP11) took place in Phnom Penh, Cambodia, on November 16, hosted by the Cambodian Parliament. Nearly 200 parliamentarians from 30 member countries of ASEP, along with ASEAN Secretariat and the European Parliament, participated online.

 

Under the main theme “Strengthening Parliamentary Partnership for Peace and Sustainable Development in the Era of COVID-19 and Beyond,” ASEP11 consisted of two Plenary Sessions and three Panel Discussions, which were “Proactive Parliaments for Peace, Security and Shared Prosperity”, “Promoting Global Economic Recovery in the Era of COVID-19 and Beyond”, and “Addressing Water-Energy-Food Security Nexus under Climate Change.” Participants agreed on the importance of multilateralism and global partnerships for peace, development and the support of the UN principles and international laws.

 

In the opening ceremony, Heng Samrin, President of the National Assembly of Cambodia and Co-chair of ASEP11, stated that this meeting “offers a tremendous opportunity for parliamentarians to stand together to address their common challenges and concerns for the sake of peace, security, prosperity and sustainable development.” In the First Panel Discussion, Konstantin Kosachev, Deputy Speaker of the Federation Council of the Russian Federation, emphasized the necessity of cultural and mutual respect among countries in the COVID-19 crisis, despite different national interests. In the same session, Byun Jaeill, Member of the National Assembly of the Republic of Korea, said that “Korea has shared COVID-19 response experiences with neighboring countries and strived to ensure universal access to vaccines and treatments,” and that “we will continue to reinforce our bonds and cooperation with the international community to respond to global challenges.”

 

As a result of the meeting, participants adopted the ASEP11 Declaration, which includes the principle of solidarity and cooperation in strengthening parliamentary mechanism to address challenges that various peoples are facing. The key points and policy recommendations of the Declaration will be presented to the 13th Asia-Europe Meeting Summit (ASEM13), which is also hosted by Cambodia on November 25-26.

 

Held every two years since 1996, ASEP is the forum of multilateral dialogue among parliaments from Asia to Europe, which focuses on enhancing inter-parliamentary relations, parliamentary diplomacy and mutual understanding, thereby bringing matters to the attention of the leaders of ASEM. ASEP11 was originally set to take place on March 2020, but was postponed to 2021 due to the ongoing COVID-19 restrictions.
