The United Nations Secretary-General Antonia Guterres has welcomed a meeting between the foreign ministers of Azerbaijan and Armenia over the Nagorno-Karabakh conflict, his spokesman said in a statement.

On January 16, 2019, the Foreign Minister of Azerbaijan Elmar Mammadyarov and the Acting Foreign Minister of Armenia Zohrab Mnatsakanyan met in Paris under the auspices of the Co-Chairs of the Organization for Security and Cooperation in Europe (OSCE) Minsk Group Igor Popov of Russia, Stephane Visconti of France, and Andrew Schofer of the United States of America.

The top diplomats of the two countries agreed to continue consistent, result-oriented talks in the coming months.

The UN Secretary-General appreciated the continued commitment of the sides to finding a negotiated and peaceful solution, and reiterated the full support of the UN for the important mediation efforts of the OSCE Minsk Group.

The OSCE Minsk Group Co-Chairs said after the meeting that they plan to meet the leaders of Armenia and Azerbaijan in the near future.

Nagorno-Karabakh – a disputed territory between Azerbaijan and Armenia – broke away from Azerbaijan in 1991 with military support from neighboring Armenia, and a peace process has yet to be implemented.

Three UN Security Council resolutions and two UN General Assembly resolutions refer to Karabakh as being part of Azerbaijan. The Parliamentary Assembly of the Council of Europe refers to the region as being occupied by Armenian forces.
